The model defines geometry while the drawing defines tolerances, GD&T, threads, surface finish, edge conditions and special notes. Make sure both carry the correct revision.

Quantity, delivery destination, packaging and documentation can materially change a quotation. List prototype and production volumes separately where possible.

Yes. Mark open decisions clearly and request options rather than allowing suppliers to make different assumptions.
